[XrdCl] Allow specifying plug-ins on protocol level
This can be configured in the plugin configuration like:
url = http://*
lib = /path/to/plugin/libXrdClHttp-4.so
enable = true
All URLs starting with http:// protocol will be handled
by the libXrdClHttp plug-in.
