So, in that case, the internal timeout uses the default value of 1800 seconds -- you'll need to wait at least that long.

That said, it does look like there are connectivity issues.  Notice that it immediately fails IPv6 addresses, and is repeatedly trying:

But always seems to be timing out for that TCP connect.  I can confirm locally that the server appears responsive.
