I have changed the hps-java project so that two approved reviews are required to merge a PR.
I don’t think one review is sufficient, and this should be safer and encourage more testing and better code review as we get closer to the summer run.
If we find that this isn’t working for us in the future then it can easily be reverted back to one review from the admin settings.
