[CMake] Set -Werror for debug and CI builds only.
-Werror will be set only:
- for Debug builds (CMAKE_BUILD_TYPE=Debug or is empty)
- if FORCE_WERROR is set to TRUE
The CI builds will use -DFORCE_WERROR=TRUE switch to ensure our policies
for continuous integration are maintained.
