LISTSERV 16.5 - XROOTD-DEV Archives

1. Refactors the Ubuntu build template to accept two parameters:
  - DIST [string] -- the distribution name (e.g.: bionic)
  - DEBUG [true or not] -- whether to publish debug packages as well

2. Introduces Ubuntu disco build to the CI pipeline.
