[Python] Expose XrdCl::Env in Python.
Allow Python users to set/get variables in XrdCl::Env through
EnvPutString / EnvGetString / EnvPutInt / EnvGetInt, e.g.:
EnvPutInt( 'SubStreamsPerChannel' 15 )
