You are right: it gives the same proxy delegation error going the other way round, but this one actually fails:
xrdcp --tpc delegate only root://prometheus.desy.de:1095/VOs/dteam/testRAL3p root://xrootd.echo.stfc.ac.uk:1094/dteam:test1/testDESY3r
secgsi: proxy delegation forbidden when trusting DNS!
[0B/140B][ 0%][> ][0B/s]
Run: [ERROR] Server responded with an error: [3005] [FATAL] Auth failed
