Thanks for the fix!

I didn't realise that this fix was in the client only, so it is possible to test against the production server, as Wei showed.

I also tested with the incremental build (v20190930-f9d0bee), and it works both ways (RAL->DESY, DESY->RAL) where 4.9.1 gives the proxy delegation error. So I can confirm that the fix looks good.

Since the fix is in the client, we'll have to keep using the workaround (echo.stfc.ac.uk) for the smoke tests and Rucio transfers until the test client and FTS can be updated to the next release.
