Dear XRootD community,

I'm planning to cut the first RC for 4.12.0 this week hence I'm creating this issue so we have a place where we can discuss the upcoming release.

The stable branch has been already created (based on master):
https://github.com/xrootd/xrootd/tree/stable-4.12.x
