Hi Derek,

Please try replacing xrd.protocol tls xrootd:1095 * with xrootd.tls all.

The former tells the server to accept only xroots/roots connections on port 1095. The later, on the other hand, configures the server to tell the client to upgrade all types of connections to TLS.
