Let me comment on predicament 1: This is related to whether or not the server uses a session cache. After a long and tortured discussion on this, it was decided to disable the session cache for xrootd as well as http. You will see that for http this was done by commenting out the code (XrdHttpProtocol.cc:1830) as Fabrizio was very wary of the change. It would appear that self-redirection enabled by the secret key depends on getting information from the previous http connection and it's simply not there. Why that is the case is beyond me.
