Thanks! The problem is that XrdCephOssFile does not implement ReadV at all and so it gets serialized at the parent class level, right? Also, Read() always calls ceph_posix_pread() which only handles one block at a time and so requires two calls if the request is straddling two ceph blocks. Would enabling AIO help here?
