@adriansev - I just tested this on a standalone system, logging what the Acc component I had enabled received -- indeed, it did get the authz parameter (appropriately parsed) passed to it in the CGI.

So, the question is what's different between our respective setups? Do you know where the code lives for the XrdAliceTokenAcc? It still isn't clear to me if the problem is the data given to it is in an unexpected format (e.g., quoting issues) or if it is receiving nothing at all.

What happens if you pass the token as a header instead of a query parameter? Does that make a difference?
