@bbockelm so, the link with authz=_uri_encoded_envelope that you curl-ed to server was successfully parsed?
what xrootd version did you used?
how did you enabled the logging of acc? anything else beside ofs.trace -all acc ?
so, to answer your questions:

  1. maybe xrootd version? so far mine is 4.12.5 and you can see the configuration here
  2. https://github.com/cern-eos/xrootd-alicetokenacc see branch xrootd4
  3. as far i can tell from activating debugging for XrdAliceTokenAcc, there is nothing that reach the plugin, so nothing is passed to it.. this lead me to the conclusion that is a problem of parsing from xrd.http component to downstream

4, nothing happens.. the output/error is the same, moreover EOS also does not accept the header
