Actually, rereading this it's become apparent that it cannot be reliably done. The problem is that the cms plugin may ask the redirector to actually deliver the data. In that case, localroot needs to be valid. Since the system cannot determine if that will ever happen, if a localroot was specified it needs to be valid just in case. Now, if that is not the case (i.e. the plugin will never deliver data via he redirector) then simply move the "oss.localroot" directive to the stanza that contains "all.role server" and the problem will be solved.

I will wait a few days on this and if I hear no response I will close this ticket as "solved via bypass".
