I think that's because of recent changes. This commit added back that function: xrootd/xrootd-scitokens@f141002

But, the submodule wasn't updated to that commit in rc1. @abh3 probably has the right config for this version of scitokens. With the next rc, with the updated submodule for xrootd-scitokens, the same config should work.
