Agreed - this appears to be a CMS internal issue.

That said, I suspect Andy's may be on the right path - make sure your CMS proxy exists before running the command. The auto-generated one from XRootD won't contain the VOMS extensions and hence may not be usable with CMS servers.

(But there are other potential causes that CMS experts can help with)
