Dear experts,

mimicking the protection on 'char *user' used by XrdOfsFile::XrdOfsFile() in

https://github.com/xrootd/xrootd/blob/fd23efca7f1b2bb5bf2d2cd70f060c1ec9385bc6/src/XrdOfs/XrdOfs.cc#L438

I modified XrdThrottle::File::File()

https://github.com/xrootd/xrootd/blob/0e460d7a11702c9935ed9fc1c67f22cb998b6fa4/src/XrdThrottle/XrdThrottleFile.cc#L35

replacing

 m_user(user),

with

 m_user(user ? user : ""),

and this fixed the crash reported above, without visible drawbacks.
