Based on the log, the IPv6 interface does not appear to be working on host fndca4b.fnal.gov as the connection times out. This means we can get there but no one is really listening on that port. So, the client switches over to using the IPv4 address and can connect. However, TLS on that host has been configured with a cipher suite that has no common ciphers between the server and the client and, thus, a TLS session cannot be established during authentication. Eventually, the whole thing fails as we cannot authenticate.

This would indicate some strange configuration error either for the server or the server's network interface or both.
