LISTSERV 16.5 - XROOTD-DEV Archives

This patch is supposed to fix a duplication problem when linking against openssl static libs (see issue [#1581](https://github.com/xrootd/xrootd/issues/1581)).
If the libraries are static and the openssl version is recent enough it assumes that the required functions and symbols are available.
The default behaviour - linking wrt shared libs - should be unchanged.
