After PR #1586 the GitLab CI Fedora builds broke as

error: Empty %files file /root/rpmbuild/BUILD/xrootd/xrootd/build/PYTHON_INSTALLED_FILES
line 263: It's not recommended to have unversioned Obsoletes: Obsoletes: xrootd-macaroons

because

and then relies on PYTHON_INSTALLED_FILES

https://github.com/xrootd/xrootd/blob/ae48ea0ca41b26db30a545b3a577c0ae76645d7e/packaging/rhel/xrootd.spec.in#L656

to get the files for

https://github.com/xrootd/xrootd/blob/ae48ea0ca41b26db30a545b3a577c0ae76645d7e/packaging/rhel/xrootd.spec.in#L1049-L1052

the package.

I don't know if any of this is actually needed if you'red doing a Python 3 build with what was added in PR #1586. I'd suggest trying to take it out and add a fedora job to the GitHub Actions CI.
