This MR https://gitlab.cern.ch/atlas-amglab/atlstats/-/merge_requests/58 demonstrates why this is problematic and a workaround for users for the time being. c.f. https://setuptools.pypa.io/en/latest/deprecated/easy_install.html#custom-installation-locations
