LISTSERV 16.5 - XROOTD-DEV Archives

Resolves #1659 

Test the build process of XRootD and the Python bindings on the `macos-latest` virtual machine provided by GitHub Actions virtual environment. The necessary build dependencies are provided by the already installed XCode environment and through Homebrew installs.

This PR is similar in scope to PR #1610.
