LISTSERV 16.5 - XROOTD-DEV Archives

Resolves #1646

* Allow for users to pass `pip` options as strings at CMake build time with strings with `PIP_OPTIONS`
* `PIP_OPTIONS` supersedes the need for `PIP_VERBOSE` and so `PIP_VERBOSE` can be removed with no loss of functionality.
