@bbockelm I have the code ready (it was a bit more fiddling than expected to ensure the check is done by path, but I succeeded) and could open a PR, but there is a problem:

- `AOP_Create` translates into `open()` with `create`, as documented and POSIXly expected. However, that does not allow us to express "upload without replace, delete or overwrite", unless I am missing something, since `AOP_Create` is needed to create and at the same time allows to create and overwrite. 
- The same seems true for renaming: While there are `AOP_Rename` and `AOP_Insert`, there is no match for "allow to rename, unless the target already exists", correct? 

Do you have (another) good idea on how to express the WLCG JWT requirement to express `create` (as in "upload to non-existent file", "rename to non-existent target")?
