Yeah, I don't want to touch the directory creation stuff right now. We can iterate on it later if it becomes critical -- and, at most, I'd want to work on the HTTP side and not the xrootd side.
dCache already does the authorization "correctly" (i.e., dCache's behavior should match this PR) because this is the same model Macaroons uses. StoRM handles this correctly as well.
