I have seen the description of how to use preplib in the xrootd documentation:
https://xrootd.slac.stanford.edu/doc/dev54/ofs_config.pdf
... but the library that is mentioned in the documentation (libXrdOfsPrepGPI) seem not to be
available in any yum repos for 5.4.2 xrootd version.
