Just to provide some background, our site is the CMS site T2_US_Wisconsin. We support users writing files via XRootD to HDFS with their mapped user IDs, so we have multi-user mode enabled.
In our configuration, we did not specify persist or chkpnt, so we got the default values, which means they were enabled. We will change our configuration to disable these two options as you suggest.
