This should be the effect of the timeout resolution: timeouts can be specified in seconds but are only checked at intervals. The interval defaults to 15s but can be changed with the XRD_TIMEOUTRESOLUTION environment variable, or from python with, e.g.
```
client.env.EnvPutInt("TimeoutResolution",5)
```
