Well, it doesn't look all that simple. When the envar is not set then when the server's cache is off it still does not work.So, to better understand this could you also add what happens when the envar is not set but the server's cache is enabled? Maybe then we can get a better idea here. Remember when the http.tlsreuse directive is missing the effect is the same it being set to "on" which the table shows as fact.
