The big question is where is all this traffic coming from and when did this start happening? It's hard to imagine there are 4000 simultaneously active users. However, there is one other possibility and that is something is hanging in one of the plugins causing clients to abandon the session and reconnect. We've seen these kinds of problems before. What are you actually running?
