I've never seen this before, but I suspect at a 10,000ft perspective that this might be related to setuptools now importing `distutils` with a relative path? I'm wondering if the pip isolation combined with this is doing something odd (i.e. [74090e3a28c28232c22fbb5165381f2a8c36bf37 ](https://github.com/pypa/distutils/commit/74090e3a28c28232c22fbb5165381f2a8c36bf37)). I would have assumed that setuptools patches this, though, otherwise I couldn't see how their vendoring would work.
