I've never seen this before, but I suspect at a 10,000ft perspective that this might be related to setuptools now importing distutils with a relative path? I'm wondering if the pip isolation combined with this is doing something odd (i.e. 74090e3a28c28232c22fbb5165381f2a8c36bf37 ). I would have assumed that setuptools patches this, though, otherwise I couldn't see how their vendoring would work.

So, I'm guessing at this stage.
