Ah, that's an encouraging sign. So potentially the mapfile is working but the result is not something multiuser is utilizing. Can you share a snippet that combines both the `sccitokens_Access` outputs above through the failure message from multiuser? There have been a few updates in the multiuser plugin this year in this code.
