Ah, that's an encouraging sign. So potentially the mapfile is working but the result is not something multiuser is utilizing. Can you share a snippet that combines both the sccitokens_Access outputs above through the failure message from multiuser?

There have been a few updates in the multiuser plugin this year in this code. To confirm we're not chasing an old bug, what is the version of the plugin you are running?
