Please note that, as pointed out by @simonmichal in a comment above, the option to enable tests is -DENABLE_TESTS=ON, not -DBUILD_TESTS=ON. You can find the build options for XRootD listed here. In CI and on my machine, I do not see any problems with XRootD finding CppUnit when the correct option is actually enabled.
