FWIW, the rules of what's base64 encoded versus hexadecimal encoded versus decimal encoded are managed by IANA: https://www.iana.org/assignments/http-dig-alg/http-dig-alg.xhtml

Does this also cover the case of ignoring checksums it doesn't understand?
