The problem as I see it is that the python3.X-dev package is not installed, which leads to the message below during configuration:

I'm not sure how you come to this conclusion. In previous examples above multiple show that python3-dev is being installed.

I'm tempted to close this, unless it's customary to declare python3-dev as dependency in setup.py

What do you mean by this? Having setup.py try to install dependencies for a user using a system package manager should not be done.
