As already highlighted by @matthewfeickert and myself above (eg here), this appears to be related to assumptions that the xrootd install process seems to make about the virtualenv that is satisfied if you have a centralized python installation, but is not if you install one elsewhere. The python libs are installed - I regularly compile against them with other packages from this same installation - but they are not found during the xrootd install process.

Where you try to reproduce above, you use a central python installation rather than pyenv, so you won't see the issue
