Matt found a problem with the SVT geometry in HPS-Proposal2014-v3. Since
(as far as I know) nobody has done any really hefty simulation using this
detector, we're applying the fix as a change to the detector instead of
making a new detector version.

Summary: if you have LCIO files that use HPS-Proposal2014-v3, you'll need
to update hps-detectors, rerun SLIC and make new LCIO files.
