This is what I came up with as a preliminary set of conditions for the pass1 tag based on what was in the db today....

There's only a handful of records for this condition, so I was just going to do it by hand based on what you want in there...
BTW, the tagging is going to be completely reworked following a successful pass1, as the current tools and the database structure for it is not working well.
